Natural Gas Pipeline Installation – Stormwater Compliance Support and Construction Monitoring Oversight

Weaver Consultants Group (WCG) was retained to complete wetland assessments, stormwater permitting, and environmental inspection services for a utility project located along Grand Avenue (Illinois Route 132) in Lindenhurst, Illinois. WCG assisted with both local and federal permitting requirements associated with the project. The scope of work included the installation of approximately 1,760 linear feet of new four-inch-diameter natural gas pipeline constructed within public rights-of-way and through jurisdictional wetlands during November 2021 through June 2022.

WCG provided Designated Erosion Control Inspector (DECI) inspection and stormwater compliance services throughout active construction. Services included routine weekly and post-rain stormwater inspections to verify compliance with applicable DECI and stormwater permit conditions. Inspections focused on erosion and sediment control measures, material management practices, and overall site compliance.

Following completion of construction activities, WCG conducted post-construction monitoring to confirm final stabilization and continued compliance with permit requirements. WCG also supported the closeout of existing stormwater and DECI permits, including documentation review and preparation of permit closeout materials.

Throughout the project, WCG led inspection meetings, coordinated directly with contractors and the project lead, and clearly communicated inspection findings, deficiencies, and corrective action items. Follow-up inspections were performed as needed to verify that corrective measures were implemented appropriately and in a timely manner. This proactive and collaborative approach supported regulatory compliance while minimizing construction delays.
