Air Permit for an Oil and Gas Waste Processing Facility

National Ambient Air Quality Standards (NAAQS) Compliance

Client: Southcross Energy | Location: Bee County, Texas

Weaver Consultants Group’s (WCG) Air Permitting Team assisted an oil and gas waste processing facility, providing calculations as well as reviewing state and federal applicability along with National Ambient Air Quality Standards (NAAQS) and Effects Screening Levels (ESL) demonstrations. WCG calculated site-wide emissions that included reciprocating internal combustion engines, electric generating turbines, diesel emergency generator, glycol dehydrators, amine units, process heaters, tanks, flares, fugitive emissions, etc. The team demonstrated compliance with NAAQs and ESL limits at the site for NOx, H2S and Benzene. National Emissions Standards for Hazardous Air Pollutants (NESHAP) Subparts HH and ZZZZ were also reviewed during the permit application for potential applicability. The GRI-GLYCalc program was used to calculate the glycol dehydrator emissions. By partnering with the client, we were able to allow for operational flexibility while all emission sources stayed onsite without hitting New Source Review (NSR) thresholds.
