Weaver Consultants Group was instrumental in facilitating redevelopment of former industrial land located on Chicago’s Goose Island. The prospective purchaser was unwilling to proceed with acquisition and development without liability protections for existing environmental conditions. Consultants performing the initial environmental due diligence proposed a remediation plan that included the excavation and offsite disposal of large volumes of contaminated soil. The expense of this approach resulted in an unfavorable redevelopment pro forma and the transaction was halted. A third party to the transaction, a client of Weaver Consultants Group, requested that we, in less than 72 hours, develop a more cost effective remediation strategy that would be approvable by Illinois EPA, acceptable to the purchaser, and could be implemented concurrently with an aggressive site development and construction schedule.
Over a long weekend, Weaver Consultants Group developed an innovative remedial strategy utilizing newly promulgated state regulations, which would allow impacted soils to remain on-site, if used in a manner that would be protective to human health and the environment. Creating this Soil Management Zone effectively integrated site remediation with site development and provided the flexibility to utilize onsite soils in lieu of expensive imported clean fill. The alternate remediation strategy resulted in cost savings of over $1M. To address liability protections, Weaver Consultants Group recommended enrolling the property in the Illinois Site Remediation Program (SRP) to secure a No Further Remediation Letter. Weaver Consultants Group proposed completing supplemental investigations, and assisting the parties with presentation of the plan to the Illinois EPA to accommodate the cost effective remedial strategy and aggressive schedule. Weaver Consultants Group facilitated efforts to gain preliminary Agency concurrence with the plan, helped develop draft No Further Remediation Letters, and defined clear objectives to ensure a Comprehensive NFR Letter could be issued upon project completion.
Weaver Consultants Group developed a site remediation plan that was both pragmatic and innovative, and obtained necessary approvals while exceeding our clients schedule and budget expectations. The draft NFR Letter met the needs of all parties, revitalized the transaction, and allowed the deal to close on schedule. Weaver Consultants Group assisted throughout all phases of construction, helping complete the Goose Island property redevelopment in 2005 and celebrate the opening of the new Wrigley Global Technical Innovation Center, now Wrigley’s world headquarters.
